Conditional Tags Not Working

The conditional tags send no matter what. I’m using the Quiz Pass/Fail – if I set it to only work when you “pass” the quiz – it still sends the “Quiz Pass tags” even if you’ve failed the quiz. Thanks for looking or anyone who can help. Appreciate it!
