Conditional Shipping Rules

In the pro version how do I set up the following scenario?

i.e. Shipping is based on cart total but with specific conditions.

i.e. Cart total $0-9.99 = $1 shipping, $10-20 = $2 shipping except for if a product has free shipping (i.e. a digital product). So let say someone buys a regular product for $9.99 and then a digital product for $1, the cart total is $10.99 and the shipping cost should be $1 rather than the shown $2 based of the cart total.

Hope this is doable or I’ll have to return the pro version.
