Conditional Recipient Processor field not saving on 1.7.2 version

I have setup 30 conditional recipients. When using 1.7.2 version and adding a conditional group it does not save the if ____ field. It does save the value I want that field to match.

On version 1.5.9.1 it properly saves these conditionals completely.

What changed in between these versions? This was tested on the same server. Our memory limit is 512M and max_input_vars is 10000.
