conditional : how to get usermeta from the new register user

Hello, i’m using notification to send custom registration notification.

I need to add condition on user meta from the register user but i can’t found the item_ID to use in {usermeta {item_ID} wp-approve-user}

I found logged user but not new register user (because he is not logged at this moment)

How I can do ?
