Condition logic for weight based shipping

I am going to use this plugin in my website to set the shipping rules.
But may I know if this plugin is possible to do some conditional logic?

Example:
For 0kg to 4.9kg, I will charge for $10. If 0kg to 4.9kg and order total over $100, the shipping fee will be free
For 5kg to 9.9kg, I will charge for $15.
For 10kg and above, I will charge for $25.
