I use Complianz (without TFC active) on all my sites and I was very happy because it works very well and blocks scripts and Adsense until the user does not get the consent. However, last June 9th I received a devastating blow from Adsense with the following email:

On May 25, 2018, we updated Google's EU User Consent Policy to be in line with the General Data Protection Regulation (GDPR) that came into effect on that date. This policy specifies its responsibility to inform and obtain consent from end users of its websites and apps in the European Economic Area (EEA) and the United Kingdom.

We have noticed that a consent notice is displayed to users on the websites or apps indicated in the attachment, but the consent notice does not comply with the requirements of Google's policy, which represents our interpretation of the GDPR compliance requirements as recommended to us by data protection authorities in the European Union and/or the United Kingdom. For example, it is possible that the problem with your consent notice is that it does not clearly identify all parties who may collect, receive or use end-users' personal data as a result of your use of Google products. More examples of common errors in implementing a consent request procedure are included on our policy help page.

Please check the sites or applications listed in the attachment and take steps to ensure that they comply with our policy. We will check your sites or applications regularly and monitor your account. Afterwards, Google will let you know if the issue has been fully resolved.
    Policy Requirements
The EU User Consent Policy specifies your responsibilities as a user of our advertising technology, which are described below:
    - Obtain consent from EEA and UK end users for the following purposes:
    ○ Using cookies or other local storage method where required by law.
    ○ Collect, share and use personal data to personalize advertisements.
    - Identify all parties who may collect, receive or use personal data from end users as a result of your use of Google products.
    - Provide end users with visible and easily accessible information about those parties' use of personal data.
Learn more about Google's use of personal information
You can refer to our policy-related help page for more information about complying with Google's policy. We also recommend that you seek advice from your legal department about compliance with the GDPR and Google's policies.

They repeat on several occasions that the banner does not give detailed information about who collects the consent or in other words “The Partner List”. I do not understand what I should do as I am not interested in activating TFC as the plugin I use to customize my ads does not support TFC and I do not want to get bugs in my account. So the default banner that is displayed without TFC is not compliant with the RGPD by Adsense. This message has not been punctual, as I have many friends who use Complianz and they have also received it. Is there any way to include the list of partners in my Cookies policy, as I repeat, it is not an isolated fact that many users have received the mail on June 9th. Thank you very much.

    Hi @elevas33,

Everything you describe and is required by Google is available with TCF.

We have chosen this route, as this is for many users the easiest and non-technical approach and Google is engaging in IAB Europe’s Framework, making it the leading consent solution for Google’s Advertising Products

Conforming with Google’s guidelines does not make TCF compulsory. This however asks for a manual implementation, and with a plugin that does not support TCF I can only suggest the following answers for the email:

    ○ Using cookies or other local storage method where required by law.
This seems a general approach and should be covered by default.
    ○ Collect, share and use personal data to personalize advertisements.
Under Cookie Banner settings I would explicitly add this to the cookie message.
    ○ Identify all parties who may collect, receive or use personal data from end-users as a result of your use of Google products.
These are available in your Adsense account and should be available in your consent flow; I would suggest creating a link in the cookie message linking to the partner list, which you can add to your cookie policy by adding it under the shortcode from Complianz. You can get the partner list as described here; https://support.google.com/adsense/answer/7670013?hl=en&ref_topic=7670012
    ○ Provide end-users with visible and easily accessible information about those parties’ use of personal data.
The partner list and available information, as said above, can be added to your cookie policy and referred to on your cookie banner.

Starting here; https://support.google.com/adsense/answer/7666366?hl=en&ref_topic=7670012 you can work your way through complying with Google’s guidelines, while not working with TCF.

The approach with a consent tool with TCF, and an advertising plugin that supports TCF (Advanced Ads or Ad Inserter) would be less difficult and automatically updated when guidelines change.

    Hope this helps,
    regards Aert

As you have advised me, I have added to my cookie banner the part that says “Collect, share and use personal data to personalize advertisements”

`For the proper functioning of this Website we use own cookies (which are necessary for this blog to function properly) and third party cookies (for analytics, profiling and advertising to collect, share and use personal data to personalize ads). To “Accept” consent just click “Accept Cookies” and continue browsing. To learn more, configure or revoke, here is more information about the Cookies Policy.

I think that part would be covered but at the end of the message when I link to the cookie policy would it be enough to put this at the bottom of my cookie policy?

Copy all this from my Adsense account? (attached photo) https://ibb.co/tPLbKcx

Or it just works if I put all the ones in this list (copy and paste)

Thank you very much for everything

I have followed all your advice and it has looked pretty good and professional, I have sent an email to Google of 800 words with explanatory videos where you can see how to block cookies (with Chrome element inspection), revoke consent (with Chrome element inspection), all the legal text of cookies, the banner text modified with your suggestions and a list to all partners linked to my Adsense ID and a direct link to google with the full list of partners…. If it doesn’t work… I honestly don’t understand it… but thank you very much, I will let you know if it worked.

I also have a problem with this.

But Google also sent me an attached text file and in that text file all it said was the wording that needs to be changed. Suggesting it’s only the message that needs to be changed?

One thing the OP’s email doesn’t seem to mention, is the need to disable ads, if the user rejects?

    Hi @elevas33,

I believe you can download a CSV with all your partners. All information provided in this file should be listed.

    Hi @stevie79,

It could be just wording. And specifically the need to explain your serving personalized ads.

You could use , or a variant of: Store and/or access information on a device, Select basic ads, Create a personalised ads profile, Select personalised ads, Create a personalised content profile, Select personalised content, Develop and improve products.

OP does not have an issue with blocking ads. In the wizard, under Cookies – Integrations you should answer the questions about advertising positively. This will enable the cookie blocker for advertising. If you’re using a plugin to serve ads, you might need to check how to integrate with this plugin as well.

    regards Aert
