    I have twenty twenty-three theme installed and I made some awful changes to it. I now want to revert/delete those changes and get the default, out-of-the-box theme.

    Using another theme, deleting the twenty twenty-three theme and reinstalling+activating it still keeps the old changes. Removing theme_mods_twentytwentythree from wp_options table still keeps the old template settings.

    Any ideas? I am really frustrated at this.

    look in the database POSTS table too for theme modifications related to templates, template parts, css

    review post types like: wp_template_part, wp_template, customize_changeset

    create a backup copy database before making changes

    What a star. That did the trick. wp_options is not enough, you also need to clean wp_posts.

    I documented the whole procedure for next time here.
