    Couple more things:

    When network activated
    1. settings gets a URL not found error. it want to got to /wp-admin/network/general-options.php but general-options.php is in the /wp-admin/ directory. I tried moving the file but then get an error saying I don’t have adequate permissions. I am a super admin.

    2. When not network activated
    I can activate it on a site per site basis and it works. But I’d really rather network activate.

    I installed another plugin that forces activation (proper network activation) on each site when you network activate a plugin. This did cause it to activate on all child sites but I still can’t get to the settings in the network admin area.
