Compatibility with third party plugins

Hi. I’ve got a seat management plugin that’s supposed to work with WooCommerce. This plugin’s management on the WordPress Dashboard Panel is only available for administrators. I wanted to make this plugin available for custom roles I’d create with Capabilities, but I can’t make this plugin available without enabling every other plugin. I’m using the “manage options” switch under the WordPress Core capabilities to enable/disable access to this plugin.
