Community Tickets Payment Options Page Not Found

The community tickets admin settings page, (payment options) is not appearing.

https://www.cafoundationfund.org/events/community/payment-options results in page not found.

I tried deactivating all plugins, flushing the server and reseting the permalink. I am able to create tickets via woocommerce and RSVP using my paypal settings. I was under the impression that community users would be able to use their paypal account to sell tickets too. Without this page, they cannot.

Please advice.
