community media page should work without javavscript

    The community media page relies on javascript, therefore any error means it won’t work at all. This is particularly problematic for this page as it can be pubic facing and many search engines and other user agents (eg screen readers) struggle with javascript.

    At the very least it should use a progressive enhancement paradigm like the legacy template pack.
