Comments showing up different on every page

I’m using a single post with comments as a way for users to submit testimonials. On the index page, I want them in the sidebar, but I am also using a testimonials page to show them all. They show up fine on the testimonials page, but only the post title with no comments, no form shows up on the index page. Also, on other pages(attractions), (just to experiment and help trouble shoot) i’ve copy and pasted my loop code, but only the form shows up…why are my copy and pasted loops displaying comments differently?
