Comments dont appear anywhere

As talked about here https://wordpress.stackexchange.com/questions/238600/comments-not-appearing-at-all I can’t get comments to appear anywhere on my site.
As the first answer shows the theme seems to have an option we can’t get to to enable comments.
Am I missing something? Or is there a bug with the theme?
