Comments box on homepage

Hello there.
Are you looking to add a comment box for each post on the post listing or one general comment box for the entire page?

I’d like to leave a ‘leave a comment’ tag. I tried to use the read more tag but it doesn’t show up.
If possible I would want to redirect the tag to the post page.
