Comments

I have understood that we should not edit the wp-include files such as comments-template.php.

But if I need to do some adjustments in that php-file such as put in some tags or whatever, what file should I work on? Can i create a file called comments-template.php in my themes folder and it will override the file in the wp-includes or what are my options?
