Comment "submit" button is gone.

I am running the aqeuduct theme, though I’ve changed over to every theme, including the wordpress 2016 theme, and the submit button for my comments is gone in every single theme I own. I’ve deactivated every plugin, but that submit button remains elusive. Any ideas?
