Commenting is controlled by the WordPress core is not related to a theme in use.
It might be that you have the option “Automatically close comments on articles older than XY days” active, under Settings -> Discussion. If so, please deactivate it and the comments section should show up.
It also might be that you have comments in some posts disabled on “per post” basis. To check that, go to Posts -> All Posts, hover over that post title and click “Quick Edit”. You’ll be able to see whether “Allow Comments” checkbox is checked or not.
