Comment Numbering Issue

I’ve migrated two sites from TypePad. My problem is that the comments and posts are showing up in every way, except for one major issue:

The comments are not being numbered correctly via single page view.

This is not a theme issue as I’ve tested it. I’ve tried several
plug-ins and looking and have look at php call solution from previous support forum posts about similar comment numbering issues.

Also, I have ensured that the comments are clearly open and published via PhPMyAdmin.

So, I’m stumped..

The question I would really like help with is how single page comments are not being numbered when they are shown as published via the dashboard.
