Comment notifications not working even with SMTP plugin

My client and other admins weren’t getting notifications for comments at https://www.s3cases.com. I installed the Configure SMTP plugin and set it up per BlueHost’s instructions, and sent the test email from that plugin’s Settings page, and it arrived immediately in my inbox.
I thought the problem was solved, but then submitted another comment and again, no admins ever receive an email.
I tried setting up a new user, no notifications about that either.
Please help?
