Comment Link Only Jumps to Comment Section if A Comment Exists

Hello, I’m having a problem on my website that is driving me bonkers. I would be grateful for any help. There’s a comment link on each post on my website, but it will only jump to the comment section on a new page if there’s at least one comment available. Otherwise, it does go to the new page but does not automatically jump to the comment section. Is there a way to get it to jump to “Leave a comment” when no comments exist?
