Comment button doesn’t link to comment box

Hey! I hope someone can help me out here.

On a new blog I’m doing I want the “make a comment” button that appears on top of the post excerpt to go to the box where someone can make a comment.

Right now, the link doesn’t do anything (it goes to url/#respond.) If someone clicks “read more” or the post title to get to the whole post, then the button works (url/?p=14#respond). However, many of my posts are short and there is no need to “read more.” So the comment link on top of the excerpt really needs to be functional.

Is there some kind of code I can use to make this work? Thank you!
