Comment Box Not Showing Under Posts

  • I have checked all the settings and even tried a new theme but I can not get the comments box to show under each post. If I click the title link at the top of the page it will show after refreshing the page. The closest I got was adding this: <?php
    $withcomments = “1”;
    comments_template();
    ?>

    I added that to the index page of theme. The boxes did show then but two at a time? Any help would be appreciated:)
