comment box doesnt show in wordpress, but comments are submitted by spambots

Strange issue. Comments are submitted all the time by spambots,and I tried approving them to see what would happen, it made the comment box appear. but if there are no comments, there will be no comment box. So the bots are finding a way to enter a comment.

List of things I tried:

Reinstalled WordPress manually
Tried multiple other themes and reinstalled theme
Installed DISQUS as an alternative, it doesnt show up either
