Appearance > Customize > Custom CSS (see my screenshot):

there you can add your own custom CSS.

I don’t know why I can not see anything beyond Sidebar, so I can not reach Custome CSS/JS.

Do you know if there is another way to reach it?

Ow, strange, I thought you just did not know where to find it.;-)

Ok, in that case it should show, if it does not, it is likely some conflict with a third party plugin.

But first, please check if the Custom CSS is turned on all together.
Oceanwp Panel > Customizer > check if Custom CSS/JS Panel is on over there.
