Color Circles on Home Page

I’ve seen another site with this theme: https://gallery.rachellucie.co.uk/
And I like how her circle images are in color and don’t default to gray until hovered.

Can you tell me how to to do this?

I’m a total Newbie so code doesn’t come natural to me… I may need an in depth description.
