Collecting Extensive User Infomation

not sure if this is the right place for this, but i want to build a site that would have a scholarship application form on it. this would be a pretty extensive form (4 or 5 pages).

i need for a user to register & then once they register to be able to start filling out the application. because the form is so long, if they need to save it and finish it later, they need to be able to do so. also, once the form is finished & submitted (as opposed to saved for later finishing), it’d be ideal that they not be able to update it further.

if i were to use wordpress to build this site, does it have the ability to do something like this or is there a plugin that would allow it?
