To answer your first question: no, there is no built-in option to toggle the individual filter’s collapsed state depending on the screen width.
As for the whole group of filters (preset) remaining in the sidebar in desktop view, but opening and closing by a push of a button on mobile screens, have you tried setting your preset to Visible on screens wider than the Responsive width, controlled by “Filters” button on narrower screens Visibility? You can combine this with Display preset filters in a left popup sidebar “Filters” button mode to achieve the effect of toggling the sidebar preset’s collapsed state only in mobile view.
As to why a filter is not showing, there may be any number of reasons for that (starting with preset being set to Step by step filtering style to the theme hiding the relevant widget areas).
