Collapsing Category List Plugin appears to only be functional on Home Page

Just recently installed the Collapsing Category List plugin which seems to work great, but only on the home page. When navigating to another page on the website, there is no indication that the plugin is functional.
The plugin itself appears to be an extension of the Categories Widget allowing for some additional parameters to be selected.
I have inserted the widget into Footer Column 3 which I assumed affects every page on the website but as indicated, apparently works only on the home page at this time.
I have attempted to unravel the mystery by configuring various settings adjustments but thus far, no success. Suggestions?
