COD Setting

Hello
Please help me to make setting..What I want.
My Requirements:

1] I want COD only show when customer select Country INDIA
2] Then show only West Bnegal (State)
3] Then Only few citieslike KOLKATA, Hooghly

On which filed I will fill this detail
