Clueless has questions

I really want to download WordPress, but I don’t have a host yet so I can’t upload the files to a site. Is there any way I can use the program without having my blog accessible on the web right away?? I don’t want to have my blog up and running until I can perfect it. I’m hoping this is possible. Thanks for any help!!
