Clicking doesn’t scroll down to section

The plugin works fine. There is some JavaScript loaded on your website that prevents scrolling. If I install a Chrome extension, do disable JS, it works. So please try to identify the plugin thats loads this kind of Javascript. Then it will work. SimpleTOC does not load any JavaScript or CSS by itself.

I checked in a testing environment that is running a different theme. It worked perfectly there. Solution for me will be to switch the theme to Astra and it should work perfectly.
