Clean install no plugins site health gives 404

  • Ive uaes health check to deactivate completely the plugins.
    I’m now back to the start and now have a wordpress with no plugins.
    If I click on tools -> site health I get 404.

    This seems very likely now to be a wordpress issue.

    When I had woocommerce installed, I also got 404 on woocommerce status.php

    On one occasion instead of the classic 404 page I got a message sayang I dont have permissions, but I am logged in as admin.

    can anyone help?
