Class 'IXR_Server' not found in class-wp-walker.php on line 22

    WP 3.x
    Windows 2008 IIS 7

    After migrating hosting companies I’m receiving the following error when visit the WordPress installation on the new host. Does anyone have any insight?

    Fatal error: Class ‘IXR_Server’ not found in …\wwwroot\wp-includes\class-wp-walker.php on line 22

    If I do a search in google it returns 1000+ websites with the same or similar error.
