Clarification on number of pro licences needed for 2 instances of site

Hi,

We currently have 2 instance of a page (development and production). The development instance is not available to our users while the production instance is the main user-facing instance. If we get a professional license to a theme – do we need two separate licenses for our instances or will a single license suffice for both instances?
