Chrome Lighthouse Report

I have noticed that the SEO score on one of my customer’s website is poor due to the way that WORDPRESS handles nested menu items that do not have an href=URL. (Uncrawlable Links issue)
Take this nested menu item for example
GROUPS - GROUPS A-C - Page#1 - Page#2 - etc - GROUPS D-L - Page#1 - Page#2 - etc - etc
The GROUP labels have no href=URL but the Pages do.
On WORDPRESS the only way I know to create a menu structure like this is to use the “Custom Links” option with a dummy URL to first create the menu item – then to delete the URL.
An index page could be added to each level but the problem with this approach is the menu will fail to expand on touch devices as the index page will open instead.
So… is there another way of achieving this type of nested layout ?
Thanks
