CHMOD error message

Good morning.
I am using a theme that includes a cache folder and I need to change the setting for that folder (per instructions) to CHMOD 777.
I am hosting my own server from home using Vista SP2 and XAMPP setup.
I tried various means to changing the CHMOD for that cache folder and have not been able to. The very last way I attempted to do it was via the FileZilla program.
I located the folder I needed to change permissions on, set it to 777 in the config window and then FileZilla gave me an error message saying:
504 command not implemented for that parameter
Via Bing and Google the best explanation of what that really mean is “SITE CHMOD is not supported by your FTP server. Contact the adminstrator of your FTP server.”
Well, since this is MY home server, wouldn’t that person be me? hehe
Any advice or suggestions on what I can do to make this work?
I did search for this in many of the CHMOD posts here, so I am not trying to be redundant with asking another CHMOD question. I am sure many of you who help others are tired of these questions. I even did a search here at Codex for “504 command not implemented for that parameter” and there were no search results.
