Chinese characters become ??? (question marks) at new site after site migration

I migrated my wordpress blog from a server to a different server. I exported database from the old server then tech team at the new hosting company helped me import it to the new server. After uploading folders that I copied from the old site, I uploaded them to the new site. I then updated wp-config.php file with the information about the new database. The pages load and show on browsers. However all the Chinese characters are gone. I used Chinese characters heavily at the old site. The new URL is here: fjmufriend.com. The old URL is aafmua.org. All English characters are shown correctly. You may see a few Chinese characters at my new site because I just hand edit the from page now.
What is the issue here. The tech team at new hosting company has asked me to re-export and they re-imported the database a few times, since I first reported the character setting problem.
