child theme twenty seventeen

I have tried several ways to get the Template dropdown menu on the page attributes, but nothing has worked. I have read several articles and forum topics that have been resolved but none have worked. I have printed off the Child Themes (twenty seventeen) Make WordPress Training and worked through the 20 pages, but it has still not worked with the recommendations etc.. I now know how to create a child theme, but it does not override the parent theme.
1. My style.css file is attached showing what I have done
2. I also including the style.css from the parent theme showing 3 errors
3. I have also included a copy of the functions.php file
I have not a clue where I am going wrong. It could be something simple or complicated but whatever it is it’s eluding me right now. Hence after a good 24 hours and more and less hair I am asking for assistance to try and sort this out, so I can access the Template dropdown in the pages attributes section and create my own custom pages. I hope someone can help, thank you
