Child Theme not responding to new changes

I have been using the Twenty Eleven theme with a child theme for several years now. I wanted to add a background to my site, but needed to move in the text margin spacing. Simple.

Now, no matter what changes I make to my child theme, nothing changes. Even if I delete the entire theme and only leave in the import call tag at the top, my site still looks the same. I’ve cleared the cache and turned off any speed cache devices. I can modify posts and the updates are instant.

I have always used the dashboard editor to edit the style.css file. I checked and downloaded the file via FTP and the changes are taking effect.
