Child theme CSS not updating

I have a problem on the following site:

I have recently made changes to my child theme that arranged the four icons under the “Services” sidebar into a 2×2 grid. When viewing the page, this only displays correctly part of the time.

When first viewing the page on a new device, it displays correctly. Any immediate refreshes made afterwards will revert the css to the old version where they are in a 1×4 grid instead.

I did have CloudFlare installed on my domain, but I removed it due to caching issues that I might have believed to be the issue. Alas, it is still not displaying correctly.
