Chevron scroll button

Any way to use the scroll function currently employed in the theme as a scroll-to-top of page as an anchor link for on-page hrefs? I tried some plugins but they are very buggy and glittery while your scrolling link (called chevron in the theme) is very nice and smooth and I’d like to employ it to link to other location on a page.
