Checkout says “No payment method provided.”

We are trying to make the process & wording as good as possible. The concern is that customers may Pay at Checkout – even though they have chosen “Request a Shipping Quote”.
We tried your ‘Hide payment gateways when this shipping method active‘ option, but at Checkout we then get the error message “No payment method provided.”
Your help/guidance please.
