    We are trying to make the process & wording as good as possible. The concern is that customers may Pay at Checkout – even though they have chosen “Request a Shipping Quote”.

    We tried your ‘Hide payment gateways when this shipping method active‘ option, but at Checkout we then get the error message “No payment method provided.

    Your help/guidance please.

    Also the email that the Customer gets on placing the order says:
    Hi Xxxxx,
    Thanks for your order. It’s on-hold until we confirm that payment has been received.
    …”

    This would confuse the customer surely?
