Character limit does not work

That Excerpt Length is used for {post_excerpt} not {post_content}.

Is there any way to change something in the code to make the restriction work in {post_content}?

Also according to the screenshot I can’t change {post_content} to {post_excerpt} because this option is unavailable

You can use {post_excerpt} with Except Newlines option enabled. That should work pretty much like {post_content} with the character limit you want.
