Changing the size/position of toggle content

Why can’t I change the toggle menu content in the responsive them? I’m using a custom.css and although I’m able to change the colour and height of the toggle menu I’m still wanting to do the following:
1. Change the hamburger bars icon to 35px * 35px and have it vertically aligned.
2. My logo/icon seems to be more towards the bottom so I’m trying to vertically align that too.
