Changing the name of my blog and other statically defined elements

Hello,
Firstly, thank you to those who will take a moment to help me.

I recognize that static elements are passed on as parameters in PHP. The title of the blog, when I look at the code, is ‘name’. What I cannot figure out is what file i need to change so that the name of my blog will change.

Also, I would like to add my entire website header to the blog. How do I tell the index.php file to add the following:

<div id=”page”>michael swart<span class=”alt”>« Welcome to michaelswart.com »</span></div><div id=”navbar”>

<li >home
<li >about
• amt films
• portfolio
• resume
• contact

</div>
