Changing root address after moving WordPress to a new server?

I’ve recently moved my blog to my new server after my old server suddenly died. I imported the backed up database to the new server and it works. But the CSS styles have disappeared because the address still point back to the old address.

I cannot login either because the dashboard pages all point to the old server address as well. And the old server is dead, I cannot access it at all. Is there a way for me to login at the new server and change the options there?
