    No it’s not a normal behavior for WordPress.
    Try to deactivate all plugins and test again. If it will help, activate plugins back one by one find one which causes a problem.

    My site is having the same issue. Did you figure out what plugin is causing it?

    I just debugged WordPress core with user role change via user profile page and confirm my previous note:
    WordPress itself does not send any email notification in case you change user role.
    Try to look for the active plugin which may do something with user password during user profile update.

    I can’t really disable any because it’s a live site, unfortunately, and I’m worried it will mess something up. It must be one of the following:

    User Role Editor
    WordPress Access Control

    @jewelh – Do you use either one of those? If so I imagine it’s that.

    I have found a workaround. I use WP Approve User as well. If I change role and THEN activate the user it doesn’t reset their password.
