Changing Primary Domain

I am building a website on an IP. When I point the domain to the new server, what do I need to know to make sure everything will work right? The domain is currently pointed to another server where the old website is still live.

So, building on something like this https://ran.dom.ipa.ddr/~p80720r7/wp-admin/. When the site is done, I would like to point the domain to the new server. Is it just a matter of changing the domain under setting > general > website url in the database?
