Changing post actions menu in admin

Is there a way to edit the quick actions menu on a custom post type? This is the menu that appears when you hover over a post. It natively includes Edit, Quick Edit, Trash, and View. I would like to add (or remove) options here. Is there a hook or other function I should be using?
Also, is there a simple way (outside of CSS) to make this menu permanently visible, rather than on-hover?

It does, thank you much. I also discovered a plugin I was using is doing something similar, so I am stealing some of its code as well.
For everyone finding this topic later, the answer involves the hook post_row_actions or quick_edit_custom_box depending on what you’re trying to do. And actually this tutorial is super explicit in how to do this. Awesome!
