From what I gather, your customer would like to keep having the tax-excluding product prices under the Cost column.
I went ahead with testing this, with a test installation of mine, running the latest WooCommerce release (version 7.3.0), and I could see the product pricing displaying as expected (without tax), under the Cost column. Linked here is a screenshot showcasing this.

Could you please send me a copy of your site’s System Status? You can find it via WooCommerce > Status
. Select Get system report
and then Copy for support
.
Once you’ve done that, you can paste the text in https://gist.github.com/ and feel free to change/remove your site URL in the report for privacy reasons.
